Is Lake Goollelal full all year round?

In the winter, Lake Goollelal has a lot of water after the rains. There also used to be a lot of frogs. Over the past few years I have seen less frogs. As the rains dry up, so does the lake and sometimes it smells pretty bad. At times there is little or no water in the lake.
