"Something for everyone"
I am biased as I grew up around here. Having said that I have chosen to stay. Heres why. St James has some lovely old houses on full size blocks, at a reasonable price. Newer homes tend to be good quality. Many people moving here are taking pride in keeping their gardens neat. Yes there are rentals which are not maintained but you get them everywhere. The new Bentley 360 promises a new look at public housing and the parklands are a great start. Like everywhere it really depends on the street but from my experience I couldnt be happier with my neighbourhood. I walk most days and very rarely encounter any antisocial behaviour. There are a lot of international students so its a youthful vibe. Im just 5 mins drive from the East Vic Pk strip, Waterford Plaza, Bentley Plaza (24/7 Spud Shed), Aldi, Bunnings and within a 10 min drive of South Perth shops and Westfield Carousel. I am walking distance to 2 IGAs (Hillview Terrace and Chapman Road). There is a cheap and cheerful Japanese restaurant and hairdresser open all weekend on Chapman Rd and a new pizza place at Hillview shops with delicious freshly made pizzas. What I really like is it is only about a 15 min drive to the city. I can take a number of options, Berwick St, Albany Hwy, Orrong Rd or the Freeway from this super convenient location. It is much cheaper than East Vic Park but with the same proximity to everything. If you love mid century houses / cottages and are a tradie wanting a project or can afford to pay for a reno I think you would be hard pressed to beat it!

Im not so familiar with that end of St James but I havent heard or seen anything bad about it. Even within Streets some ends are nicer than others. Chapman Road tends to have a few issues around the shops but there are some tidy well kept places there as well.
Are they any areas in particular to avoid? Is the area behind PLE computers and the Merc Dealership safe?
